While working on a patch for #534509 also including the RH patch
(it does not apply to scribus but only to 1.3.5 aka. scribus-ng) for I
saw this in the build:

It does not fail but I think you should build-depend on libaspell-dev to
that plugin gets built. (and probably recommend or suggest
aspell-en | aspell-dictionary)
