I'm sorry, but this does not seem to be true. Throttle is not documented and it
is considered deprecated but it is still available:

mich...@feivel:~$ xscreensaver-command -throttle
xscreensaver-command: throttled.

Here's what the source says:

/* Note: The "-throttle" command is deprecated -- it predates the XDPMS
   extension.  Instead of using -throttle, users should instead just
   power off the monitor (e.g., "xset dpms force off".)  In a few
   minutes, the xscreensaver daemon will notice that the monitor is
   off, and cease running hacks.
