Looking at HelpOnMacros I notice that it is still using the [[Macro]] syntax, 
while in 
Moin itself they have moved on to <<Macro>>, so this help page is not accurate. 
I 
did install a new underlay when I upgraded, which should have picked up new 
help, but 
the help looks like the old 1.5 Moin to me.

Moinmoin "underlay" contains the help and built-in pages. The underlay
needs to be upgraded manually.

To upgrade it, you have to backup then remove the previous one
(/var/lib/mywiki/underlay?)

Then invoke something like:
    # cp -r /usr/share/moin/underlay /var/lib/mywiki
    # chown -R www-data: /var/www/mywiki /var/lib/mywik
