Conflicts: konqueror (<= 4:4.2.96-1)
It would be niche to remove that conflict, so that KDE 3.5 users
are not forced to move to KDE 4.*

It actually Breaks not Conflicts on it.

That Breaks is there due to the install-info transition (see bug #546731
for more information).
In case you don't want to upgrade to kde 4 (which is something
inevitable in the mid/long term, as qt3 is going to disappear
eventually from Debian for example), then put dpkg on hold in the same
way you've put kde on hold.
