As rsync already has a RSYNC_NICE-option in /etc/default/rsync, it would be 
nice to have
a RSYNC_IONICE-option as well.

This only works on Linux (not kFreeBSD) and obviously with only the newer 
kernels after
2.6.13 (judging by the manual page of ionice) and the right io-scheduler 
enabled.

I'm willing to create a patch.

If I should make a patch would a comment about dependencies above the option 
suffice ?

Or should I check on such dependencies being available ?

I guess it should work with dash as the current startup script probably uses 
now, not
bash or anything like that.

And not fail to start, even though it might not have been able to set the 
io-priority.

Let me know if you want to know more or if you want me to create a patch.
