For now windows-1252 is used for English.
1st) 1252 is not the right codepage for en_us nor for en_uk nor any
other en.
2nd) utf-8 is good and working solution which will allow to it in
parrallel with any other utf8 locales (Often users want to write in
Russian (or any other non-latin1 language), but prefer English interface.)
