Apart from the already reported needed changes in debconf templates
(these would have been avoided by asking for a review in
debian-l10n-english before introducing the templates), I think that 3
debconf templates in your package are debcofn abuse as defined in
http://www.debian.org/doc/developers-reference/best-pkging-practices.html#s6.5.1:
dotlrn/pg_grant_access_manual_blank_pass and
dotlrn/pg_grant_access_manual: users already refused the automatic
granting of access, so they should expect to have somethign to do
manually. Such instructions belong to README.Debian, not debconf
dotlrn/notconfigured: clearly belongs to README.Debian, particularly
when showed at critical priority (you'll interrupt nearly all installs
with this).
Some other improvements could also come: use dbconfig-common to prompt
for needed information, minor wording improvements, etc. All this
could be done with a call for templates review in debian-l10n-english.
