Hi,

the short description of this package says "CLI library", leading me to
believe that this was a CLI tool for accessing libgnome. On closer
inspection, I think it should have said "CIL library" instead?

No, the description is right. CIL stands for the Common Intermediate Language, and is the bytecode format of libraries (and binaries) used by the CLI, which stands for the Common Language Infrastructure. The acronym CLI is unfortunately close to another commonly-used one, as happened here. :( Please see [0] for more.
