In default file /etc/cupsd.conf the line

        DocumentRoot /usr/share/cups/doc

indicates the root of the HTML pages served by the web GUI. 
Unfortunately, the actual files are in

        /usr/share/cups/doc-root

This means that the usual start URL ("http://localhost:631";) for the
user interface is not found - this can be worked around by entering 
"http://localhost:631/admin";, or ".../printers" instead.  It also 
breaks the nice graphics elements in the GUI.

I'm sorry, but I have no idea about forked Debian. Something of your Mepis
may change configuration file, or Mepis had customized the file from beginning.

cupsys in Debian hasn't defined DocumentRoot yet, so
default directory /usr/share/cups/doc-root will be used in Debian.
And cupsd.conf in Debian exists at /etc/cups/, not /etc.
