Can't the mirror system somehow be redesigned.
Why do I run into this about once every other day?
Apparently there's a big file and a little file that contains the big
file's checksums.
Perhaps the little file should be sent after the big file, not before.
Or each little file should be sent right after its corresponding big
file.
Anyway, whatever is going on, the window of time that one should run
into this problem should be very small. However I run into it very
often. Often trying again in a few minutes doesn't help.
Something is not optimized.

Gosh,
  Acquire::http::No-Cache true;
seems to clear out all this nasal congestion better than a menthol
inhaler. Closing the bug.

Sure hope I'm not wasting world environmental resources by putting it in
my conf files. Apparently only needed on apt-get update. I could make a
wrapper for that to not call it when downloading .debs, but I'm too lazy.
