Hello.

Inkscape 0.46 produces non-valid XML output when saving SVG if original file 
contained comments with utf-8 text.
Steps to reproduce:
1. Open test.svg (attached)
2. Save as a copy.
3. In the output file, utf-8 comments appear garbled: all characters are 
masked to the lower 8-bits of each Unicode character.

It's fixed in SVN revision 20900.
