This is not a bug in the zlib package, this is a problem with either
your apt configuration or the amd64 archive.  Based on the information
provided it is difficult for me to say which but I do note that you have
a mixture of security update packages and main archive packages there.

My first guess would be an apt configuration issue with it getting upset
with a manually installed security update that it can't find in
sources.list and so can't install the appropriate -dev package for - try
adding the sarge security updates to your apt sources.
