Thanks for the bug-submitter report. Small buglet, however: the links
on the indices of bug reports by people (maintainer/submitter) linked
to from <http://www.debian.org/Bugs/> (by which I mean
  <http://bugs.debian.org/cgi-bin/pkgindex.cgi?indexon=maint>
and friends) should have special characters like '+' escaped to cope
with people with awkward email addresses.

For instance, if I look up myself, <[EMAIL PROTECTED]>,
on the "submitters" page, I get a link to (deep breath)
<http://bugs.debian.org/cgi-bin/[EMAIL PROTECTED]&repeatmerged=yes>,
which doesn't work; the '+' should be escaped as '%2b'. The URL thus
amended does the right thing.
