Hi!
I am sorry for the late reply.
This is, in fact, by design. For Ctrl+L and Ctrl+Shift+L the terminal
sends the same sequences to the programs, so in this case the case of
the letter is ignored. But when CAPS is switched on the terminal sends
the same character sequences as if you would have pressed Alt+Shift+L,
so it's not possible to detect whether CAPS is on or off.
Therefore Alt+L and Alt+Shift+L are completely different sequences and
treated differently and there's nothing we can do about it. In fact,
it's not a bug, but a feature.
However, if this really annoys you, there's a workaround. Just add Alt
+Shift+L binding to your own keymap file and that's it.
