I have two languages configured for the 
gnome-keyboard-applet. It seems that when I choose language 1,
language 2 is used instead. Choosing language 2, language 1 is used.

Toggling the order of the two languages in the configuration menu
corrects the behaviour.

In other words, the order in the configuration menu does change how the
applet works, without any indication about it.
