Clicking on a downloaded filename in the downloads window should open
the file, but it wasn't opening the file for me. I was able to fix this
by installing xdg-utils, which provides xdg-open. Would adding xdg-utils
as a dependency for chromium-browser be appropriate?

It is already in depends, I suspect you are using the preliminary
package on http://people.debian.org/~iuculano/chromium/
