As of 2.1 the bzr launchpad plugin requires the python-launchpadlib
package to function. This dependency is missing at the moment.
Since launchpadlib and its dependencies are quite large, I think we
shouldn't make them a hard dependency of the core bzr package.
The two alternatives I see are:
* add Recommends: python-launchpadlib for the bzr package
* add a separate bzr-launchpad binary package that contains the
launchpad plugin and that is Recommends: by the bzr package
