It would be better if packages kept configuration files under their
own directories (easier for backups etc.).

Please move /etc/devscripts.conf => /etc/<package>/config or

Please discuss on debian-devel before mass-filing bug reports,
especially for something that the project as a whole clearly needs to
agree to do before it makes any sense to try to start doing it. Also,
you'll need to find a better rationalle than I've seen you give in
replies to other bug reports you mass-filed before you have a hope of
succeeding. Closing these bugs.

PS: You forgot to file bug reports on passwd for /etc/shadow,
/etc/passwd, and /etc/group..
