dh_installdocs skips symbolic links. This makes it unusable for
python-xlib, where index.html is a symlink to python-xlib_toc.html.
The cause of the problem is in dh_installdocs line 136, which
finds using '-type f'. Using '\\( -type f or -type l \\)' would
work better.
