Just checked on a site from University of Texas, and from
people.debian.org.  Both messages received without delay.  Headers
below.  And obviously I've received this message quickly.

I don't dispute that you are seeing problems, just that the problem
does not lie with the mailing address nor the packages against which
you are filing bugs.  Please kindly refile if you would like against
the appropriate mail admin pseudo package if you would like to pursue
this further.
