this is ugly and I would like for it not to happen:

I think apt-listchanges could be smart and add a blank line between
packages if one is not present, but I wonder if lintian should emit a
warning as well, or NEWS.Debian without a trailing blank line are just
correct. In that case, please reassign back to apt-listchanges only.
