There are four circular dependencies taht involve phpgroupware:
with phpgroupware-preferences,phpgroupware-setup,phpgroupware-phpgwapi
and phpgroupware-admin:

phpgroupware    :Depends: phpgroupware-phpgwapi (>= 0.9.16.009-1), 
phpgroupware-setup (>= 0.9.16.009-1), phpgroupware-admin (>= 0.9.16.009-1), 
phpgroupware-preferences (>= 0.9.16.009-1)
phpgroupware-preferences:Depends: phpgroupware (>= 0.9.16)
phpgroupware-setup      :Depends: phpgroupware (>= 0.9.16)
phpgroupware-phpgwapi   :Depends: phpgroupware (>= 0.9.16)
phpgroupware-admin      :Depends: phpgroupware (>= 0.9.16)

Circular dependencies are known to cause problems during upgrade
between stable releases so we should try to get rid of them.
