As I packaged xen-qemu-dm, Alexander Reichle-Schmehl <[email protected]>
insisted that I make it to the Debian standards. So I investigated each
single file of the monster that is Qemu. Result is here:

While I believe listing people in the project without linking them to
which file they worked and have attached copyright might be ok, I think
you at least need to have a full copyright notice for the GPL-2, and
include ALL the licenses of the project (few are missing).
When I said to Alexander that Qemu in Debian was not correct as well, and
even worth than what I submited to them, he told me that I could submit
bugs in the BTS, which is what I'm doing right now: please have a look to
my debian/copyright, and add the missing licenses in yours.
BTW, I believe that this bug # would deserve a higher seriousness rank,
so feel free to promote it to RC if you feel it necessary.

There are so many author in these projects that it takes a very
long time to list them all, which I still did. It took me over a
day to complete this task of inspecting each file one by one and
create this debian/copyright file. There might still be some
mistakes as it was a very reperitive task. If you find some issues,
please report it.
As per what can be found in the project files:
1) QEMU as a whole is released under the GNU General Public License
2) Parts of QEMU have specific licenses which are compatible with the
GNU General Public License. Hence each source file contains its own
licensing information.
In particular, the QEMU virtual CPU core library (libqemu.a) is
released under the GNU Lesser General Public License. Many hardware
device emulation sources are released under the BSD license.
3) The Tiny Code Generator (TCG) is released under the BSD license
(see license headers in files).
4) QEMU is a trademark of Fabrice Bellard.
