I had to add "smtphost localhost" to /etc/reportbug.conf
for my setup to work after upgrading reportbug, and now my submission emails
contain headers looking like:

I have no idea why the "charset=utf8,shortname=win95,flush,err" appears
in the X-NotAscii header above, that is part of the mount options for a 
USB stick on this machine.

If you are still able to replicate it, check what I said above and
