Dear Sir, 

I notice that there is a wrong place for /usr/sbin/bitlbee which shall be into 
/usr/bin

and it is written that it is a bug (well the program is not running)
I am using non config file since it is the first time. PC has been rebooted.

It's a daemon. Not entirely restricted to root, but it's not normally
meant to be started on the command line, only by init scripts.

If you just installed the package, you should be able to connect to
BitlBee by just connecting to the right port (probably 6667 unless
you're running some other kind of IRC server already).
