Justification: renders package unusable

rails-ruby1.8 should depend on libactionpack-ruby1.8,
libactiveresource-ruby1.8 and libactionmailer-ruby1.8, which are core
components of the Rails ecosystem.
Without these packages, even a freshly created application
(via `rails <folder>`) won't even boot.
This bug also affects lenny and sid versions of the package (2.3.5-1)
