In lenny syslinux depended on mtools, in squeeze it's just a suggestion.
Since a simple call to syslinux fails because of the missing mcopy, at least
a 'recommends' would be great.
Bug #265275 deals with the same issue.

since apt/aptitude install recommends automatically by default,
recommends has become too strong. it was lowered to suggests on purpose,
closing this bug.
