There is no /etc/default/cpufrequtils in squeeze. To configure which
governor to use or min and max speed it´s needed to edit the cpufrequtils
initscript directly. I suggest to alter this behaviour by providing an
/etc/default/cpufrequtils file with reasonable defaults.

reasonable defaults are already hardcoded in the init script. You _can_
create your own /etc/default/cpufrequtils if you want and the init
script will use it.
