This more or less corresponds to the upstream bug:

(but upstream developers don't seem to want to fix it).
When opening a URL which is served with a
Content-Disposition: attachment[...]
non-standard[*] HTTP response error, Iceweasel always opens a dialog box
to open the file in an external application or to save it. This is silly
when Iceweasel can open the file natively, in particular on a HTML file.
On my machine, Firefox wants to open such HTML files with Epiphany! See
https://bugzilla.mozilla.org/show_bug.cgi?id=185618#c45
for what the RFC's say.

The relevant RFC (2183) says:
2.2 The Attachment Disposition Type
(...) their display should not be automatic, but contingent upon
some further action of the user.
Which means Iceweasel does what it is meant to do, and probably what
the people who set Content-Disposition want the browser to do.
As for Iceweasel wanting to open the html files in Epiphany, it comes
Epiphany being set as your html files handler in either mailcap or
gnome.
For me, this is not a bug.
