When starting xchat, it will prompt me to select an entry from the
"XChat: Network List". In such an entry you can define the default
channel to connect to. If the entry doesn't contain a default channel to
connect to (so only the IRC server is defined) and you select this entry
("a Network") to connect to, then xchat first connects to the server,
shows you the main chat window with the chatter from the server and
prompts you again, asking for a channel to connect to. You give it some
channel and then it will open a "sub-connection" to the channel.
It's conceptually correct to *not* list users in the connection to the
server itself but *only* on the connected channel.
Defining a default channel to connect to in the first step above will
make xchat connect directly to that channel without opening a separate
"sub-connection" to the channel. Thus the server chatter and the channel
messages will be shown in the same "chat window". Aparently xchat
interprets this wrt to window layout as a "server connection", and thus
"logically" will not show the users list.
This is a logical bug in xchat.
I've first reported this bug in Ubuntu's xchat 2.8.6-4ubuntu2 from
Karmic (https://bugs.launchpad.net/ubuntu/+source/xchat/+bug/476399)
and then tested again with xchat from Debian.
