It would be cool if /etc/chatscripts/gprs parametrised the SIM (for
GPRS sticks and the like), e.g. using the variable \U, and wrote the
PIN to the device if one was supplied and waited a few seconds
before attempting to initiate the connection.

Then it would not be compatibile anymore with devices which do not need
a PIN. I do not think that having two different files to save the 30
seconds needed to copy/modify the example one is worth it.
It's a conffile and it is supposed to be modified when needed.
