When fontconfig is upgraded from a version that did not default to
hiding bitmapped fonts no indication is displayed to the user that this
is a change from previous versions and may affect the configuration of
existing applications.  It would be useful if such a note could be
displayed when an upgrade is detected (it would probably be confusing to
give information about changing defaults on new installs).

As it is the problems caused by removing bitmapped fonts can be
difficult to track down since users do not typically interact with or
think about fontconfig directly and the affected applications may be
upgraded at the same time as fontconfig, casting suspicion on them.
Some work could be done to make applications more informative too but I
think this would help.
