For advanced date range parsing, such as --range "between -7 days and -1 days"
(which generates a report for the past week), libdate-manip-perl needs to be
installed. The logwatch package currently does not install it, but should.

logwatch recommends libdate-manip-perl, and Recommends are installed by
default on debian - I guess Ubuntu has the same default. I don't know
why this hasn't happened on your system for libdate-manip-perl.
As libdate-manip-perl is not required for basic operation, it doesn't
make sense to raise it to a strict "Depends". So I'm closing this bug.
