Hi,

the man page for shutdown says that notifications are sent, and that
/etc/nologin is created.

In fact, the notifications only start 15 minutes before the reboot,
and logins are blocked 5 minutes for the reboot. At least that's what
a cursory inspection of the source code suggests.

The docs should be fixed to actually document the program's behavior.

This bug was fixed with the upload of sysvinit version 2.86.ds1-2.
Not sure why this bug wasn't closed, but as a workaround I close it
no.  This was the changelog of the upload closing this bug.
