I was under the impression that at one point in time the socket directory
/var/run/postgresql had mode 2775. Now it's at 775. I think it should
be changed back. (See also policy 10.9.)

adduser call to ensure that the postgres user always has a sensible home
directory that does not break "su - postgres".
* pg_wrapper: Give a meaningful error message if no client packages are
installed, instead of "Invalid PostgreSQL cluster version".
