The info page for ls says the --sort=directory to sort the output with 
directories first is available, but this does not appear to be 
implemented.

This feature is implemented in coreutils 8.5-1 in Squeeze:
ls --group-directories-first

Therefore, I am close this bug before it becomes 12 years old... ;)
