openvpn uses openssl-vulnkey and openvpn-vulnkey. So its size enhances 
suddenly by more than 22MB (blacklists, python, libsqlite3-0, libdb4.5). 

I think it es wrong to force that on every user of openvpn.

openvpn should:

* check if /usr/bin/openssl-vulnkey and /usr/sbin/openvpn-vulnkey is available 
at runtime
* and then only recommend the packages openvpn-vulnkey and openssl-vulnkey

Alternatively debian could provide a package which provides openssl-blacklist 
and openvpn-blacklist but only contains openssl-vulnkey and openvpn-vulnkey 
commands.
