On establishing tunnel, xl2tpd starts pppd which fails due to missing 
/dev/pts/xx.
It appears xl2tpd is not creating the pseudo tty as it should be.
There are no error messages in any log from xl2tpd notifying a problem with 
creating the pts.

Does not appear to be a problem with pts itself as other services are using it 
ok.
