Hi,

pcmciautils install udev rules to /etc/udev/ as a conffile, and adds a
symlink from /etc/udev/rules.d/ in postinst.  The rules should instead
be shipped directly in /lib/udev/rules.d/ as documented in udev
0.140-1's NEWS.Debian.
