My umask is 077 and I tried to cvs add a directory with permission 755.  The
resulting directory in the repository had 700 as its permission.

Hi,

cvs doesn’t preserve permissions on files, other than
their executable bit, and even that SHALL NOT be taken
for granted. Additionally, cvs only operates on files,
not directories.

So these are not bugs but design decisions.
