Since almost every system vendor provides a different interface for
packet capture, and since there are several tools that require this

We, have no idea what "we" refers to. Presumably "we" refers to the libpcap developers, but there is no way to tell. Please avoid "we" in package descriptions, and stick to an encyclopedic tone. Instead of "We created foo to solve problem bar.", "foo addresses problem bar.".
