/etc/crawl are not read. I checked this with strace -f crawl-tiles.

Well then... since there are no files in /etc/crawl/ shipped by it, and as
I said above, there appears to be little purpose in having them in a place
editable only by root, and none of you commented, I doubt there's much point
in leaving this open.
