The unsuspecting user wanting to convert files to mp3 for eg. burning
onto a CD, can get surprised that files converted with pacpl end up
unreadable.

mediainfo indeed reports on those files:

Audio
Format                           : MPEG Audio
Format version                   : Version 1
Format profile                   : Layer 2

I suppose it is not the expected result...

Asking pacpl -v I get:

If I add "--encoder lame" on command-line, the result is a MPEG-1
layer 3 as expected.  Looks like pacpl has wrong expectations of the
default twolame options ?  This is quite bad, since the shipped
configuration sets it as the default encoder.

I failed to build the correct changes file for -6 so it misses the
entries for -5. Fixing buig status accordingly
