Justification: Policy 10.7.3
I've just upgraded fontconfig-config from 2.4.2-1 to 2.4.2-1.2.
This had the effect to change the enable_bitmaps setting from
true to false in "/var/cache/debconf/config.dat".
The Debian policy says (10.7.3):
Configuration file handling must conform to the following behavior:
* local changes must be preserved during a package upgrade, and

It's a long time after the battle of severity changes, now squeeze has
been out for some time. This question for etch does not effect squeeze
very much since disable bitmaps is default from etch, and actually the
debconf stuff of fontconfig-config has changed. Closing.
