I think /usr/share/dpatch/dpatch.make should have a .PHONY list for
patch and unpatch:
.PHONY: patch unpatch
IIUC, if your package rules depend on a patched tree and use something
like:
build-stamp: patch
blahblah
and a file named "patch" newer than build-stamp exists, the tree wont
be patched.
