I think *.a and *.la are useless without *.h files.
I suggest to remove those file from this package and to create a new
"libopensc3-dev" package (as libopensc is now 3.0.0 in this package).
Please note that I successfully compiled my program with the files from
src/pkcs11/*.h and src/libopensc/*.h copied to /usr/include/opensc/. The
original Makefile does not install them. Maybe you could refer to old
libopensc2-dev for the full list of required files.
