For packages using source format 3.0 (quilt) that are maintained by
pkg-perl group, debian/source/local-options should be created with this
content:
abort-on-upstream-changes
unapply-patches
This would prevent dpkg-source from automatically creating patches (we
want useful patch names) and unapply all patches after build (to prevent
having the patched source in SVN).
