We use Debian GNU/Linux - Testing with lates Updates.
There is an issue in "/etc/cron.d/otrs" at line 84. crond reports
"(*system*otrs) ERROR (Syntax error, this crontab file will be ignored)".
For resolution I replaced the line from the previous Version.
"45 */2 * * * otrs test -x $HOME/bin/otrs.PendingJobs.pl && $HOME/bin/
otrs.PendingJobs.pl > /dev/null"
crond do its work now.

I do not see any error in the original line. Could you please send a
patch, so that I can see what exactly you have been changed to what?
