Let's ask upstream to update the license text in
data/dictionary/README.txt with BSD-3-Clause.  Please forward this bug
report to upstream as follows:

のでmecab-ipadicやmecab-naist-jdicのようなすっきりしたBSD-3-Clauseの英文
ライセンスに置き換えていただけないでしょうか。するとDebianのmainにスムー
ズに入れられUbuntuなどでもより広く使われるようようにできます。

Mozc project page at http://code.google.com/p/mozc/ states this program

Long message:
I have read "debian/copyright" and "README.Debian" of this package.  I
am also aware of the history on "Bug#220358: ITP: mecab-ipadic" making
it non-free for Debian.  http://bugs.debian.org/220358

Despite of these, I think this mozc should be treated DFSG free.  There
were miss-guided judgement on the license text by debian-legal since it
evaluated only the English license for IPADic back then.  If we get more
liberal license in Japanese language from the Japanese government
branch, who cares about "English license".  Please note that the updated
English license of them are in BSD-3-Clause now.

I think mozc author overlooked to include this old version of
problematic "English" IPADic license into this package.  If nicely
asked, I think he will update it to BSD-3-Clause.  As I understand, the
dictionary data is essentiaslly mecab-naist-jdic.

That is why I am asking you to foward this bug report to upstream to
clean annoying text replaced by BSD-3-Clause.

This will bring mozc to be truly BSD-3-Clause in line with current
mecab-naist-jdic and naist-jdic in BSD-3-Clause.  Thus mozc comes into
in Debian main as my wish.

(I am sure Google has its much more fine tuned non-free dictionary data.
That is why this package is called opensource version.  This opensource
version of package even dropps postal code data to be safe since
