By default, root owns all directories/files under /usr/share/piwigo/web/, which 
prevents normal use of the website right after the install (piwigo detects this 
authorizations mismatch and asks for change, one at a time).

Giving ownership of claimed directories/files to www-data:www-data (user 
running the apache daemon in my case) does the trick (and is safer than 
changing permissions to 777, in my opinion), but the package should manage it 
during installation.
